EEE is electrical and electronic equipment. It is equipment which is dependent on electric currents or electromagnetic fields in order to work properly and equipment for the generation, transfer and measurement of such currents and fields and designed for use with a voltage rating not exceeding 1,000 volts for alternating current and 1,500 volts for direct current.

WEEE is Waste Electrical and Electronic Equipment.

Under the Regulations S.I. 149 of 2014 a producer is anyone who manufactures EEE in the Republic of Ireland, resells EEE under their own brand, imports EEE from outside the Republic of Ireland and or sells EEE by distance sales to private households or users other than private households in.

The 2024 registration fees for EEE and Battery producer are:

€60 + VAT           If the turnover of imported EEE and Battery products are less than €150,000

€200 + VAT         If the turnover of imported EEE and Battery products are greater than or equal to €150,000 but less than €250,000

€300+ VAT          If the turnover of imported EEE and Battery products are greater than or equal to €250,000 but less than €500,000

€600+ VAT          If the turnover of imported EEE and Battery products are greater than or equal to €500,000 but less than €1,000,000

€1,250+ VAT       If the turnover of imported EEE and Battery products are greater than or equal to €1,000,000..

An Authorised Representative is any natural or legal person established in the Republic of Ireland who is appointed by written mandate from a producer in another Member State to fulfil the obligations of that produce in line with S.I. 149 or 2014.

Placing on the Market is when a product is available on the Republic of Irelands market for the first time.

B2C (Business to Consumer) EEE is EEE placed on the Irish market that can be sold to or used by a consumer. It was agreed across the lighting industry that all lighting products that are not managed as Business to Business are reported to the PRLBB as B2C.

B2B (Business to Business) EEE is EEE placed on the Irish market to an end user within a commercial environment. These products should never end up in the household waste stream.

EEE that is used by both private households and users other than private households is considered EEE from private households and therefore should be recorded as B2C (Business to Consumer).

As part of the registration process, you must declare that the information you have provided is up to date and that the company is still not dealing with hazardous substances. Along with this you must declare every year that you will complete the monthly reports to the PRLBB.

The Producer Register Ltd Blackbox (PRLBB) formerly known and the WEEE Blackbox (WBB) is a confidential online portal where producers submit the units and weights of EEE, the chemistry and weights of batteries and/or the quantity and retailer identification of the tyres placed on the market in the Republic of Ireland the previous month.

Once you complete an application form with The Producer Register Ltd you will be issued with a username and password to the PRLBB. You will use this logon and password monthly to complete your submission by the 19th day every month.

The PRLBB opens on the 1st day of the month and producers must report monthly on or before the 19th day of the month. The PRLBB closes after the reporting period until the 1st day of the next month.

The Irish Regulations state that a producer is required to report monthly to the PRLBB the products they have placed on the market in the Republic of Ireland in the previous month.

The weight of EEE you report to the PRLBB is the gross shipping weight of the product including all EEE but excluding all packaging, batteries/accumulators, instructions, manuals, consumables and non- electrical/electronic accessories.

If a customer returns the EEE you have reported, you do not need to report this the next time you place it on the market or you can negate it from next month’s reporting period and then when you sell it again you will need to add it to that months reporting period.

vEMCs are visible Environmental Management Costs. They are charges authorised by the Department of the Environment, Climate and Communications for several B2C Categories of EEE. They are invoiced by producers to retailers. The vEMCs are available on the current Category Listing.

These are Recycling Management Costs charged by WEEE Ireland for B2C products and batteries reported to the PRLBB. The RMCs apply even when a vEMC is charged. For more information on this please contact WEEE Ireland on 01-2999320.

A producer needs to have data that proves any product they are importing and placing on the Republic of Ireland market comply with the restrictions laid out in S.I. 513 of 2012 European Union (Restriction of Certain Hazardous Substances in Electrical and Electronic Equipment).

You can recycle any of your old household electrical products in a vast number of Electrical Retail Outlets in the Republic of Ireland or bring them to your local recycling centre.

Business to Consumer WEEE producers must join one of the two approved compliance schemes operating in the Republic of Ireland. WEEE Ireland  and ERP Ireland DAC . They will look after the take back and correct recycling of any WEEE arising from the EEE you place on the market.

Battery Producers who choose to join a compliance scheme rather than self-comply must also join either WEEE Ireland or ERP Ireland DAC.

CircolELT are the only compliance scheme in the Republic of Ireland managing the collection and recycling of end-of-life tyres. All tyre producers must join CircolELT.

Pay the relevant fee if you are a WEEE and/or Battery producer

If you are a Business-to-Business producer (B2B) for your EEE products you need to complete a 3-year Waste Management Plan to the Environmental Protection Agency (EPA) through their Eden site. You must also complete an annual Waste Management Report.

If you are a Business-to-Consumer producer (B2C) for your EEE products you need to join one of the two approved compliance schemes, WEEE Ireland or ERP Ireland DAC.

If you have battery obligations you can either complete a 3 year Battery Waste Management Plan to the Environmental Protection Agency (EPA) through their Eden site or join one of the two approved compliance schemes, WEEE Ireland or ERP Ireland DAC.

If you have tyre obligations, you must join the tyre compliance scheme CircolELT.

For all producers a monthly report to the Producer Register Ltd Blackbox of the products placed on the market in the previous month must be completed by the 19th day.

Provide recycling and take back information to end users.

Under S.I. 96 of 2018 a Tyre Producer is any natural or legal person who irrespective of the selling technique places tyres on the market, manufactures tyres, imports tyres, manufactures original equipment which places tyres on the market, imports vehicles, imports for the purpose of retreading/remoulding and places tyres on the market on behalf of a producer who is not registered.
